源荷不确定性下考虑策略投资者Stackelberg均衡驱动的输电投资与规划分析Market-driven Transmission Investment and Planning Analysis Considering Strategic Investors' Stackelberg Equilibrium under Uncertainties in Sources and Loads

摘要(Abstract):
“双碳”背景下新能源渗透率提高,省内断面潮流越限问题日趋严重。为解决仅通过金融输电权市场无法缓解阻塞的问题,以及为规划建设部门及调度运行机构提供可靠的长期阻塞管理方案,本文考虑源荷不确定性,建立了基于市场驱动的发电商、用户作为输电网策略性投资主体的Stackelberg均衡模型。本文设计通过金融输电权收益和现货市场收益回收成本的方式驱动策略投资者选择最佳投资策略,研究策略投资者如何在最小化输电投资成本和市场多投资者存在下的最小化调度成本机制之间达到均衡。算例分析验证了本文基于市场驱动的输电网投资的阻塞缓解效果,并分别讨论了不同投资主体方案、金融输电权价值及源荷不确定性对输电网投资扩建的影响。
